The plumpy nut issue is only one of the scums to come out into the light. On the inside, the news is that the Govt., namely the Ministry of Women & Child Welfare has in recent times, admonished UNICEF about several other matters - its fundraising, and some of its policy research work. Increasingly, UNICEF is having to deal with a firm "NO!" from the government. Is this the prelude to a drastically cut-down presence in times to come?

The recent reportage in Times of India about the controversy around the issue of UNICEF importing and administering the Ready to Use Therapeutic Food (RUTF) also nicknamed as Plumpy Nut without the concurrence or knowledge of the Government of India has missed the point completely and evidently has added to the confusion. RUTF cannot be compared with the so called hot cooked meals which is supposed to be served in the anganwadi centres. RUTF is a substance to be used for therapeutic use and admistered to young kids suffering from severe and acute malnutrition disorders. The newspaper however took both as one and the same. Crtiticism has been levelled against the government of India by sypathisers of UNICEF for turning a blind eye to the unacceptably high levels of malnutrition among young children in the northern states as well as the fringes of the so called developed states. There is no disgareement with this but UNICEF cannot absolve itself either. What has its track record been in prevention and reduction of malnutrition in the states where it has an active presence? Ingestion of chemicals such as Vitamin A, iodised salt and iron-folic acid seems to be always the answer. It has done very little or in fact nothing to address the issue of household food security in the country. The much trumpeted 'one UN' has not led to UNICEF joining hands with other UN agencies like the WFP or FAO to provide practical solutions to the government in combatting this scourge. I choose to remain silent for the moment on the suspected role of UNICEF in promoting MNCs in the west but serious researchers and investigator may already be probing into this aspect. Thanks
